Update Makefile to use rebar3 instead of rebar
This also fixes the rebar download as GitHub doesn't like
allowing the erlang http client

Add ESQLITE_USE_SYSTEM
This allows the nif to link against the system's SQLite database.
Useful when you need to share the database with other
